From across the street, it definitely looks like a gigantic .... something else,.
One of many vintage fire hydrants around the Financial District. While walking around the neighborhood I've spotted several types of hydrants and decided to look it up. Apparently this hydrant was constructed in 1909, one of many "implemented after the 1906 earthquake and fire, when pipes broke and the fire hydrants failed" according to About.com. "The hydrant with a large, blue bonnet is connected to a pair of reservoirs atop Twin Peaks."
