Actually, Connecticut enacted civil unions without any court decision mandating such rights.

Javier, you're right. However, a lawsuit challenging the state's marriage laws was pending.

That's why all the media coverage of the New Hampshire decision names that state as the first to enact civil unions without a court order or a threat of one.
